UK detains foreign flagged ships after failing Port State Control inspections

22 January 2020

The UK Maritime and Coastguard Agency (MCA) detained three foreign flagged ships in December after failing port state control (PSC) inspections.

All three vessels were on the Paris MoU white list, which shows the performance of the flag state.

Eletson's Greece-flagged Keros was detained at the port of Immingham for a defective emergency generator. The vessel was released December 6.

Mediterranean Bulk Holding's Italy-flagged MBC Daisy was detained at Birkenhead for 12 deficiencies including failing to meet the ISM Code, inoperative survival craft, unpaid wages and invalid Seafarers' employment agreements. The vessel was still detained as of December 31.

Fujian Ocean Ship Management's Panama-flagged Zheng Zhi was detained at Immingham for a defective emergency generator. The vessel was still detained as of December 31.

Another four foreign flagged ships were detained in November. Deficiencies ranged from failing to meet ISM Code requirements, missing Maritime Labour Certificate, insufficient provisions, and expired Seafarers Employment Agreements (SEAs).
